Andy Buchan
Founder, President

Andy is an influential international aerospace and defense executive with over 20 years experience holding senior leadership roles in large aerospace & defense companies where he has helped drive strategic growth through his leadership of new business and technology development teams.  

Andy began his career leading large and complex engineering programs in the guided weapons sector before transitioning to business management and strategy for mid-cap aerospace and defense companies.

Andy holds several board advisory positions supporting economic growth and STEM education and is actively involved in several advocacy groups for the aerospace and defense industry.

Col. Bill Etchison
Military Advisory (Air Force)

Bill is retired Air Force Colonel with over 30 years of requirements, aircraft maintenance and logistics experience. He retired at, and lives near, Langley AFB Virginia and is within driving distance of the Air National Guard Headquarters which places him at the doorstep of these decision makers. 

He is the former CAF A-10 Branch Chief and also part of the initial cadre of A-10 requirements personnel during the A-10C modernization program. 

He is former member of the European Air Forces LOR committee and was the Langley AFB lead in the JSTARS total force consolidation effort. His knowledge of Air Force and Air National Guard requirements and his understanding of both processes makes him unique among his peers.

LTC Brian Riese
Military Advisory (Army)

Brian brings over 20 years of military and government management expertise.  While serving as a Battalion Operations Officer, he was responsible for fielding the US Army’s Shadow family of UAVs at the brigade combat level.  

His efforts helped synchronize UAV flight training, operations, maintenance, and tactical deployment and his experience with these systems in training and actual combat led to the successful deployment of UAVs within his brigade.  

In Iraq in 2009, he managed the Base Defense Operations Center where he designed, developed, integrated and deployed a diverse array of battlefield systems including UAS, ground surveillance radar, and aerostats to provide a real-time common operating picture for U.S. forces.


Andrew Larsen
Government Affairs

Andrew started his career in the public service sector and has held a range of management roles that brings a deep understanding of industry trade relations and government liaison to the Deep Blue team. 

He has previously served at the Association of Washington Business, Washington’s State Chamber of Commerce, the Pacific Northwest Defense Coalition (PNDC) and currently serves as the partnership manager for the Pacific Northwest Aerospace Alliance (PNAA). 

Andrew supports businesses both locally and across the globe to facilitate connections and provide exposure to industry trends, new and expanding technologies, and connecting businesses to resources and initiatives that help them take a proactive approach engaging politics in impacting their operations.
